 Recommend, and refer involve suggesting someone or something, however they are used in different contexts. Let's see their differences.

    Recommend

    It means to suggest someone about something that is good or useful.

    • The new restaurant is highly recommended.


    Refer

    It means to mention or speak about something or somebody. It is used to direct the attention or thought to something; to direct someone for information or anything required.

    • She always referred to ben as 'that nice man'.
    • I promised not to refer to the matter again.


    When to use them.

     Recommend is used when giving advice or endorsing something or someone.

    It often involves personal opinion or trust.

    For example, I recommend this restaurant-the food is amazing!


    Refer is used to mention something briefly. It generally followed by to .(e.g., refer to a book, refer to a doctor).

    For example, She referred me to a specialist.


    Difference between recommend and refer.

    Recommend

    It suggests based on personal experiences.

    • I recommend the doctor- he is good.

    It is opinion based.


    Refer 

    It directs someone to another source.

    • The doctor refers men to another doctor.

    It is objective(direction-based).


    In a nutshell

    Recommend means to say that someone or something is good and deserves to be chosen.

    Refer means to send someone or something to a particular person or place for treatment, help, advice, etc.
